On March 13, the Seventh Meeting of the First Council of the Global Intelligent Internet of Things Consortium (GIIC) was successfully convened in Shanghai. Representatives from over 50 council member units of the Consortium attended the meeting either online or on-site. The meeting deliberated and approved the establishment of the Consortium's first local representative body \u2014 the Nanjing Representative Office \u2014 as well as the establishment of the Urban IoT Perception Technology Special Committee. Participating representatives engaged in in-depth discussions regarding the Consortium's annual development planning and the \"HarmonyOS + AI\" fusion innovation pathway, further consolidating consensus and clarifying the Consortium's development direction. The meeting was presided over by Secretary-General Hu Caiyong, with Council Chairman Gao Tongqing delivering concluding remarks.<\/p>\n\n\n\n

Reviewing 2025 Development Achievements, Planning Six Strategic Directions for 2026<\/strong><\/p>\n\n\n\n

He Xiaoyu, Deputy Secretary-General of the Consortium, presented the 2025 annual work report to the Council:<\/p>\n\n\n\n

The Consortium's membership scale achieved leapfrog growth: increasing from 149 to 344 members. Heavyweight industry-academia-research units including Midea, Tsinghua University, and BYD successively joined;<\/p>\n\n\n\n

Industrial empowerment capabilities were continuously enhanced: four special committees were established for key industry sectors \u2014 the Communications Special Committee, Construction Special Committee, HarmonyOS Security Special Committee, and eSIM IoT Technology Special Committee; the Smart Home Working Committee and RISC-V Sub-Committee were also established;<\/p>\n\n\n\n

Six HarmonyOS ecosystem unified interconnection standards and two HarmonyOS talent standards were released, with initial evaluation completed for 15 HarmonyOS ecosystem products and 83 HarmonyOS SDKs;<\/p>\n\n\n\n

The Consortium's industrial influence was rapidly elevated: strategic partnerships were established with eight domestic and international industrial organizations including the OpenAtom Foundation, GSMA, and GTI, and branded event IPs such as the HarmonyOS Ecosystem Conference and CEIC Consumer Electronics Innovation Conference were successfully developed.<\/p>\n\n\n\n

The Consortium's key work for 2026 will focus on the following aspects:<\/strong><\/p>\n\n\n\n

First, strengthening standards coordination and integration with national standards, with standards and system certification as core levers;<\/p>\n\n\n\n

Second, enhancing brand promotion, developing benchmark cases, and elevating industry influence and public recognition;<\/p>\n\n\n\n

Third, promoting ecological synergy and scenario implementation, driving central state-owned enterprises and leading enterprises to release scenarios and orders, promoting industrial co-construction of Kit capabilities such as interface standardization, location services, and file sharing services, and promoting cross-domain synergy among human-vehicle-home;<\/p>\n\n\n\n

Fourth, strengthening top-level design and technology planning, fully embracing AI;<\/p>\n\n\n\n

Fifth, leveraging Consortium resources and members' overseas channels to promote international cooperation and global expansion;<\/p>\n\n\n\n

Sixth, strengthening organizational operations, promoting local institution construction, improving capability support systems, securing policy support, and promoting institutional standardization including intellectual property rights.<\/p>\n\n\n\n

GIIC Consortium's First Local Representative Office Established in Nanjing<\/strong><\/p>\n\n\n\n

The Consortium's promotion of local representative institutions aims to assist regional \"HarmonyOS + IoT\" industry flourishing development, and strengthen local public service platform construction and ecosystem cultivation. The meeting voted to approve the establishment of the Consortium's first local representative body \u2014 the Nanjing Representative Office, with Jiangsu HopeRun Software Co., Ltd. serving as the director unit. The Nanjing Representative Office will leverage local policy advantages and industrial foundations, striving to build a Nanjing municipal-level public service platform encompassing three modules: unified capabilities, policy release, and scenario release.<\/p>\n\n\n\n

Urban IoT Perception Technology Special Committee Approved for Establishment<\/strong><\/p>\n\n\n\n

The meeting deliberated and approved the application for establishing the Urban IoT Perception Technology Special Committee, with Shenzhen Neoway Technology Co., Ltd. serving as the chair unit. The Special Committee proposes to establish a standards formulation group, promotion group, security group, and testing and certification group, focusing its work on standards formulation and dissemination, scenario case and industry white paper releases, domestic technology promotion, and industry cooperation advancement.<\/p>\n\n\n\n

The Special Committee has established four objectives: First, based on Shenzhen's IoT perception system construction, to elevate relevant technical standards already piloted in Shenzhen from local-level standards to international industry standards through the GIIC Consortium; Second, to promote the application and integration of HarmonyOS and SparkLink technologies in urban perception systems, facilitating cross-domain data fusion and scenario empowerment; Third, to collaborate with enterprises and associations to promote standards implementation in urban application scenarios; Fourth, to transform work achievements into industry research reports, providing decision-making support for governments and industry development nationwide.<\/p>\n\n\n\n

GIIC Consortium Certification Management Platform Project Approved, to Unify and Standardize Consortium Certification Work<\/strong><\/p>\n\n\n\n

With the surge in Consortium certification workload, establishing a single, official management platform for the Consortium can better standardize certification work, optimize management processes, and improve work efficiency. This project application was also unanimously approved by participating representatives.<\/p>\n\n\n\n

During the annual work exchange segment, participating representatives engaged in in-depth discussions on \"HarmonyOS + AI\" fusion innovation development. The representative from the Institute of Software, Chinese Academy of Sciences proposed three technical fusion directions: \"AI Outside OS, AI Inside OS, AI S OS,\" emphasizing the importance of software-hardware collaborative optimization and security trustworthiness; the representative from Tsinghua University stated that the university would leverage its research advantages to provide the Consortium with underlying algorithms, security architecture, and talent reserves, empowering industrial practice with academic innovation, enabling technology to transition from laboratories to thousands of industries, and concentrating efforts to build a HarmonyOS + AI native ecosystem. AI makes HarmonyOS more intelligent, and HarmonyOS makes AI more universally accessible, promoting Chinese technology and Chinese standards to the global stage. Representatives from enterprises including Shanghai HiSilicon and Midea respectively shared practical explorations from perspectives such as terminal-side AI deployment and home appliance operating system distributions.<\/p>\n\n\n\n

The meeting also voted to approve institutional documents including the \"Meeting Management Measures\" and \"Brand Management Measures,\" and authorized the Council Chairman's Office to exercise certain Council powers to enhance decision-making efficiency. At the meeting, Tsinghua University was presented with the Vice President Unit plaque, and six enterprises \u2014 Changjiang Delta Baoye, Jiangsu Security Technology, Neoway Technology, Zhongguancun Information Valley, BYD, and Nationz Technologies \u2014 were presented with Council Member Unit plaques.<\/p>\n\n\n\n

In his concluding remarks, Council Chairman Gao Tongqing further clarified the Consortium's strategic positioning of \"one vision, two cores, four services\": with building a new ecosystem for intelligent interconnection of all things as the vision, creating core digital infrastructure for IoT, and promoting globalization of the HarmonyOS ecosystem. With technology and standards leadership and ecosystem co-construction as the two cores, focusing on serving national strategy, industry development, Consortium enterprises, and the global expansion of Chinese solutions. He noted that in 2026, the Consortium will prioritize four areas of work:<\/p>\n\n\n\n

First, attaching importance to and improving the standards and certification system;<\/p>\n\n\n\n

Second, activating industrial development momentum through ecosystem co-construction;<\/p>\n\n\n\n

Third, developing a batch of benchmark application scenarios;<\/p>\n\n\n\n

Fourth, deepening international cooperation and promoting Chinese technology and Chinese standards to the global stage.<\/p>\n\n\n\n

Gao Tongqing also emphasized that Consortium member units should proactively embrace the transformative changes of the AI era, seek differentiated breakthroughs in the deep fusion of operating systems and artificial intelligence, and elevate the HarmonyOS ecosystem from \"interconnection and interoperability\" to a new height of \"intelligent interconnection of all things.\"<\/p>\n\n\n\n
