On February 6, 2026, the inaugural meeting of the GIIC RISC-V Subcommittee (Shenzhen OpenHarmony/RISC-V Industry Alliance) was successfully held in Shenzhen. This event marks both a critical milestone for GIIC in advancing industrial integration and a concrete response to Shenzhen's OR strategy, signifying a solid step forward for the city in the coordinated development of OpenHarmony and RISC-V industries.

The conference was hosted by Wan Wei from Shenzhen Smart City Group, the secretariat unit of the RISC-V Subcommittee. Relevant officials from the Software and Information Technology Division of Shenzhen Municipal Bureau of Industry and Information Technology, Hu Caiyong, Secretary-General of GIIC Alliance, and other leaders attended and delivered speeches. Representatives from Hisilicon, Midea, RISC-V International Open Source Laboratory, CESI, China Mobile, and other organizations participated, demonstrating the industry's broad attention and active commitment to the OpenHarmony/RISC-V ecosystem.
Currently, building a secure and controllable software and hardware ecosystem has become a national strategy. Since 2025, Shenzhen has successively held multiple high-profile "OpenHarmony + RISC-V" (OR) ecosystem advancement conferences. A relevant official from Shenzhen Municipal Bureau of Industry and Information Technology put forward four requirements for the alliance: accelerating the formulation and improvement of internal regulations; actively planning and organizing OR industry activities; systematically cataloging key lists covering technological breakthroughs, capability supply, scenario demands, and typical application cases in the OR domain; and taking the lead in promoting standard research, formulation, and adoption. The official also stated that close coordination will be maintained with resources from the Development and Reform Commission, Science and Technology Innovation Commission, State-owned Assets Supervision and Administration Commission, and Market Regulation Bureau to provide solid support for the alliance's development, and to drive concerted efforts between government and enterprises in building Shenzhen into the world's leading "First City of Intelligent Interconnection for All Things."
Secretary-General Hu Caiyong elaborated on the vision and mission of the RISC-V Subcommittee from the perspective of the alliance's overall development. Meanwhile, he put forward requirements for the subcommittee regarding compliance and standardized operations, providing institutional safeguards for its future development.

The conference deliberated and approved the "Working Regulations of the GIIC RISC-V Subcommittee (Shenzhen OpenHarmony/RISC-V Industry Alliance)," establishing the governance structure, business logic, and decision-making processes, thereby laying a solid institutional foundation for the alliance's standardized operations.
Subsequently, participating organizations engaged in thorough discussions on the work plans and arrangements, offering constructive suggestions regarding open-source ecosystems, standards and certification, benchmark scenarios, and technological breakthroughs, thereby charting the course for the next phase of OR ecosystem development.
Shenzhen hosts over 70% of the nation's internet industry chain resources, with full-stack capabilities spanning chips, hardware, and software, making it the ideal "testbed" and "accelerator" for the OR ecosystem. The launch of the RISC-V Subcommittee will pool resources from all stakeholders to jointly build a collaborative innovation hub for OpenHarmony/RISC-V featuring technological leadership, extensive applications, and a robust ecosystem, thereby supporting the region in establishing a globally influential industrial technology innovation center.
