Industry-Academia-Research-Application Synergy! 14 Units Including the MIIT Talent Exchange Center Initiate the "Harmony Talent Leading Action Proposal"

From August 30 to 31, the "New Scenario・New Experience" Harmony Ecosystem Conference 2025, hosted by the Global Intelligent IoT Alliance (GIIC) and organized by Harmony Ecosystem Services (Shenzhen) Co., Ltd., was held in Shenzhen. During the conference, 14 units from industry, academia, research, and application jointly initiated the "Harmony Talent Leading Action Proposal" (hereinafter referred to as the "Proposal"), aiming to provide strong support for the continuous prosperity of the Harmony ecosystem by building a standardized and scaled talent system.

The units that jointly initiated this Proposal include: the Talent Exchange Center of the Ministry of Industry and Information Technology, the Student Service and Quality Development Center of the Ministry of Education, the Global Intelligent IoT Alliance (GIIC), People's Daily Online Co., Ltd., Tongdao Liepin Group, Huawei Technologies Co., Ltd., China Soft International Limited, SoftPower Information Technology (Group) Co., Ltd., Beijing Institute of Technology, Guangdong University of Technology, Shenzhen Polytechnic, the Management Committee of China (Nanjing) Software Valley, the National Outstanding Engineer Practice Base (Digital Technology Field), and Guoxin Lanqiao Education Technology Co., Ltd.

Talent is the driving force for continuous innovation in the Harmony ecosystem and the most active and critical supporting force in technological change. To this end, the Proposal has formulated a comprehensive and three-dimensional solution for the development of future Harmony talent from three aspects:

First,unify and promote the Harmony talent standard: improve the Harmony talent position system, clarify the ability requirements and knowledge framework of similar positions, and solve the problem of supply and demand matching.

Second,build a Harmony talent team: construct a linkage mechanism of "talent demand - standard formulation - education and training - ability evaluation - recruitment and employment" to achieve seamless connection between talent training and industrial demand.

Third,flourish the Harmony talent ecosystem: gather the strength of all parties to jointly promote the "Harmony Talent Leading Action" and build a shared and win-win talent development pattern.

Data shows that in recent years, Huawei has been continuously increasing its efforts in Harmony talent construction. So far, more than 400 colleges and universities have participated in Harmony talent training, and more than 6,100 enterprises have participated in the Harmony Ecosystem Classroom・Innovation Training Camp. The number of people learning in Harmony Classroom has exceeded 7.32 million. Not long ago, Huawei also launched the "Harmony Application Developer Incentive Plan 2025" with a total prize of more than 100 million yuan to help them innovate boldly on the fertile land of Harmony with real financial support.

The Proposal jointly initiated by the 14 units this time has put forward clear, specific, and far-reaching measures from multiple dimensions such as the unified standard of Harmony talent, the construction path of the Harmony talent team, and the joint construction and sharing of the Harmony talent ecosystem. This means that in the future, the introduction, training, and joint construction of Harmony talent will have more scientific and standardized standards to follow, which can better ensure that Harmony talent construction is highly consistent with the actual needs of the Harmony ecosystem, and bring the talent supply of the Harmony ecosystem into a new stage of high-quality and efficient growth.
