The Talent Development Group of the HarmonyOS Ecosystem Promotion Committee recently held its 2025 mid-year working conference. This meeting was hosted by the Global Intelligent IoT Alliance (GIIC) and brought together representatives from dozens of core industry-academia-research institutions, including Huawei, HarmonyOS Ecosystem Service Company, Softcom Education, ZTE, Yueqian Communication, Qihong Education, Kaihong Smart Valley, Run Kaihong, Chengmai Technology, Bosai Digital, and Xunfang Technology, both online and offline.
The meeting focused on the progress of the four core subgroups within the Talent Development Group (Standard Certification Group, Training and Development Group, Competition Operation Group, and Brand Operation Group). It also reviewed key projects that will be unveiled at the 2025 HarmonyOS Ecosystem Conference (August 29–31, Shenzhen), including the HarmonyOS Talent White Paper, talent certification standards, and innovation and entrepreneurship competitions. These projects are set to inject strong talent momentum into the continuous prosperity of the HarmonyOS ecosystem.

2025 HarmonyOS Ecosystem Conference Talent Sub-Forum: Creating a New Peak for Integration of Government, Industry, Academia, Research, and Application An Shuang, Executive Secretary-General of the HarmonyOS Ecosystem Promotion Committee of the GIIC Alliance, introduced the overall plan for the 2025 HarmonyOS Ecosystem Conference. As an important part of the "New Scenarios · New Experiences" theme of the August HarmonyOS Ecosystem Conference, the "HarmonyOS Talent Development and Policy Support Sub-Forum," which is being prepared by the Brand Operation Group of the Talent Development Group, has attracted widespread attention.
Wu Xing, the leader of the forum, introduced that the forum will:
- Authoritative Release:The first release of the HarmonyOS Talent White Paper and the first batch of HarmonyOS Developer Competency Framework and Professional Level Certification Standards (led by the Standard Certification Group).
- Policy Interpretation:The forum will provide in-depth interpretations of the supportive policies for the HarmonyOS talent ecosystem introduced by local governments in Shenzhen and Wuhan.
- Addressing Pain Points Directly:Invite top-tier companies to share their talent needs and challenges on-site.
- Showcase of Achievements:Present the latest achievements of universities in the field of HarmonyOS industry-education integration.
- Interactive Communication:A special "Talent Salon" exhibition area will be set up to provide a platform for display and connection for ecosystem partners. The forum aims to become a hub connecting policies, industry, education, and talent.

The core projects have achieved breakthrough progress, and the talent foundation has been increasingly solidified. The meeting synchronized the progress of the core projects led by the four functional groups of the Talent Development Group:
HarmonyOS Talent Ecosystem White Paper (Standard Certification Group & Training Development Group):The project has entered the intensive research phase (June). Through questionnaires and field interviews, it is comprehensively mapping out the differentiated talent demand profiles in industry scenarios. The first draft will be released at the August conference, providing authoritative guidance for HarmonyOS talent development.
The HarmonyOS Ecosystem Innovation and Entrepreneurship Competition has been fully launched (Competition Operation Group): Tan Shuai, the Group Leader of the Talent Development Group, introduced that the competition has established two tracks: the "Themed Competition" (focusing on scenario-based skill application) and the "Innovation Competition" (encouraging project incubation). The organizing committee is being formed, and the rules are being formulated intensively. The competition is being promoted intensively in six provinces: Guangdong, Fujian, Sichuan, Hubei, Hunan, and Shandong.
Dong Liang, the head of the Competition Operation Group, introduced that the competition will be launched at the HarmonyOS Ecosystem Conference in August. The preliminary rounds will take place after August, with the final competition and award ceremony to be held at the end of the year. The aim is to promote learning through competition, stimulate innovation, and identify talented individuals.
The talent certification standards are about to be implemented (Standard Certification Group): Wei Wenfeng from Huawei, representing the Standard Certification Group, emphasized that building a scientific developer competency evaluation system is the cornerstone of sustainable ecosystem development. The first batch of HarmonyOS talent certification standards has completed the drafting and opinion collection process and has entered the review stage, with plans to be officially released at the August ecosystem conference, providing a benchmark for talent development and evaluation.
The preparation of the Talent Sub-Forum is being advanced solidly (Brand Operation Group): The scale of the forum, core topics, format innovation, and exhibition area planning have all been clarified, and all preparatory work is being efficiently advanced according to plan.


Open Collaboration, Cultivating Fertile Ground for HarmonyOS Talent Liu Hua, Deputy Secretary-General of the Global Intelligent IoT Alliance (GIIC), highly praised the effective work of the Talent Development Group in the first half of the year during the meeting summary. He once again called on more universities, research institutes, and employers to join the alliance to build a prosperous talent ecosystem. Currently, universities and research institutes can join the alliance for free, while corporate members can demonstrate their value and contribute by deeply participating in core work such as standard-setting and competitions. The Talent Development Group is actively engaging with local governments in Shenzhen, Wuhan, and other places to promote the inclusion of HarmonyOS talent ecosystem construction in local development plans and to seek more policy support.

Under the framework of the GIIC Alliance, the Talent Development Group of the HarmonyOS Ecosystem Promotion Committee is committed to building a global HarmonyOS talent development and training system. Through its subgroups—Standard Certification Group, Training and Development Group, Competition Operation Group, and Brand Operation Group—it systematically promotes policy coordination, standard construction, training empowerment, competition stimulation, and brand communication.
