Shenzhen Action Plan for Supporting the Development of Native Harmony Ecosystem Open Source Applications in 2024

To build an advanced, complete, and independently developed ecosystem of native application software for the open-source Harmony Ecosystem operating system (hereinafter referred to as Harmony Ecosystem), and to establish Shenzhen as the birthplace and hub for Harmony Ecosystem native application software ecosystem, in accordance with the spirit of documents such as the "Shenzhen Municipal People's Government's Opinions on Developing and Expanding Strategic Emerging Industrial Clusters and Cultivating Future Industries," the "Shenzhen Action Plan for Cultivating and Developing the Software and Information Service Industry Cluster (2022-2025)," and the "Shenzhen Action Plan for Promoting the Innovative Development of the OpenHarmony Ecosystem and Euler Industries (2023-2025)," this action plan is formulated.

I. Development Goals

Through policy guidance, market leadership, and social co-construction, leveraging Shenzhen's geographical advantages as a renowned software city, a center for software and information services, an innovation highland, and an export hub in China, Shenzhen will be established as a birthplace and hub for the Harmony Ecosystem native application software ecosystem, characterized by a wide range of application types, thorough substitution in various scenarios, a concentration of development talents and enterprises, ample industrial space and financial support, and robust support from ecological organizations.

By the end of 2024:
The number of Harmony Ecosystem native application software developed by Shenzhen enterprises will account for over 10% of the national total.

Harmony Ecosystem native application software will achieve full coverage in various vertical fields in Shenzhen, including government services, education and healthcare, banking and finance, transportation, daily living, culture, tourism, and sports, meeting consumers' needs for "food, clothing, shelter, transportation, dining, entertainment" applications.

Main universities and training institutions in Shenzhen will offer training courses for Harmony Ecosystem native application software development, with the number of qualified Harmony Ecosystem developers accounting for more than 15% of the national total, and software enterprises with Harmony Ecosystem development qualifications exceeding one thousand.

At least two professional industrial parks focusing on Harmony Ecosystem native application software development and application enterprises will be established. Exploration into setting up a Harmony Ecosystem industry fund will be conducted, promoting various policy-based funds to prioritize investment in Harmony Ecosystem native application software enterprises.

Promote the stable operation of the Harmony Ecosystem Ecological Innovation Center, providing public services such as Harmony Ecosystem native application display and promotion, talent training, etc. The Global Intelligent Internet of Things Consortium will officially operate, continuously expanding the international influence of Harmony Ecosystem native applications.

II. Main Tasks

1 .Strengthen the Supply Capacity of Harmony Ecosystem Native Applications.

Promote state-owned enterprises and institutions to launch Harmony Ecosystem native applications in various vertical fields such as education and healthcare, banking and finance, transportation, water, electricity, gas, and other daily living services, culture, tourism, and sports. Encourage municipal state-owned enterprises, universities and research institutes, medical and health institutions, and other units to actively design and create a batch of Harmony Ecosystem native application scenarios. (3) Promote the launch of Harmony Ecosystem native application software across various industries.Leverage the "ShenZhen iEnterprise" platform to encourage enterprises to release and promote Harmony Ecosystem native applications in conjunction with their own businesses. Encourage industries such as manufacturing, internet, finance, energy, transportation, construction, and healthcare to launch Harmony Ecosystem native applications. Encourage the launch of Harmony Ecosystem native application software in new terminal fields such as aerospace satellites, smart homes, smart vehicles, smart wearables, and intelligent toys. Promote enterprises in gaming, creative design, film and animation, and new media to release Harmony Ecosystem native application versions first and accelerate the formation of typical cases. 2. Promote the Agglomeration of Harmony Ecosystem Native Application Industry

(4) Support the aggregation and growth of Harmony Ecosystem native application enterprises in Shenzhen.Through the implementation of software industry market entity cultivation support plans and software enterprise qualification and capability improvement projects, attract Harmony Ecosystem native application development and operation enterprises to settle in Shenzhen, encourage qualified enterprises to expand Harmony Ecosystem native application development service outsourcing business, and reach a scale of 500,000 Harmony Ecosystem developers. Recommend qualified Harmony Ecosystem native application software enterprises and development enterprises to apply for national high-tech enterprises, "specialized and new" small giant enterprises, and other qualifications. Support qualified Harmony Ecosystem native application development enterprise backbone talents to apply for innovation talent rewards and enjoy preferential policies such as children's school entry, medical care, and housing security. (5) Accelerate the construction of Harmony Ecosystem native application characteristic industrial parks.By the end of 2024, create Harmony Ecosystem native application characteristic industrial parks in the Longhua District Shenzhen North Station area, Nanshan District High-Tech Zone area, and Longgang District Bantian area, with the construction of "2048 Talent Community", actively introducing and gathering Harmony Ecosystem commercial distribution enterprises, native application enterprises, software outsourcing enterprises, educational and training institutions, open-source Harmony Ecosystem software engineers, and other public service institutions. Encourage districts where the industrial parks are located to optimize the environment inside and outside the park, and provide a series of rewards and support policies for Harmony Ecosystem ecological enterprises within the park. Increase support for Harmony Ecosystem native application software and establish a docking mechanism between key Harmony Ecosystem native application development and operation enterprises and "ShenZhen iEnterprise", Shenzhen Entrepreneurship and Innovation Financial Service Platform. Encourage financial institutions to use financing methods such as intellectual property pledge and intellectual property securitization to provide high-quality financial services for Harmony Ecosystem native application software enterprises. 3.Improve the Harmony Ecosystem Native Application Ecosystem

(7) Strengthen the Training and Certification of Harmony Ecosystem Native Application Developers.Encourage universities, vocational colleges, enterprises, training institutions, and publishing institutions in Shenzhen to compile and publish Harmony Ecosystem native application development textbooks. Encourage universities such as Shenzhen University, Harbin Institute of Technology (Shenzhen), Shenzhen Polytechnic University, and Shenzhen Institute of Information Technology to offer corresponding majors, thematic disciplines, research projects, and study projects, develop exclusive supporting courses, design special examination and certification mechanisms, plan career development channels, build practical training laboratories and platforms, equip corresponding teachers, and carry out medium and short-term, high-intensity training activities. Encourage enterprises such as Shenzhen Talent Group to establish Harmony Ecosystem developer training bases, explore industry talent standards around Harmony Ecosystem developers, create a full life cycle refined management system with high-quality delivery, high-efficiency learning, and high-level employment, and concentrate on training software engineers through market-oriented operations to further accelerate the cultivation of Harmony Ecosystem engineers and talents, and build platforms for Harmony Ecosystem talent services. Provide certain subsidies or incentives to qualified university practical training students and related talent training bases. Accelerate the qualification certification of Harmony Ecosystem native application developers and support eligible high-end talents to apply for industry development and innovation talent awards according to regulations. Encourage the OpenAtom Open Source Foundation to jointly build a Harmony Ecosystem application adaptation platform with the Ecological Innovation Center and release a list of selected Harmony Ecosystem native application software. Support the construction of the Harmony Ecosystem community and continuously update and iterate the open-source Harmony Ecosystem code. III. Safeguard Measures

1.Strengthen Policy Support.

Make full use of existing support policies to focus on supporting the supply of Harmony Ecosystem native applications and the training of developers. Implement tax preferential policies such as tax reduction for software enterprises, additional deduction of R&D costs, and immediate refund of value-added tax to fully ensure the development of enterprises.
